Based on the works of consolidation document, MME defines new transmission facilities to be auctioned or authorized by ANEEL, the agency responsible for preparing the documentation that is part of the announcement, which includes the Technical Annex, which counts on the participation of ONS. This attachment is of great importance because it defines the characteristics and technical requirements that must be met by the entrepreneurs, winners of a lot of transmission auctions. This set of technical requirements aimed at the homogeneity of different transmission premises, ensuring their proper integration to the Main Grid, as well as the desired level of performance of the BIPS.
Following, the transmissioncompanies winningauction lots developed the main project design, being up to ONS to check their compliance with the requirements of Technical Annexes and the Grid Procedures. From the first auction of 2013, industry agents started to access ONS`s website the document "Guidelines for the Preparation of Basic Project for Transmission Assets". This document was prepared by the Operator to facilitate the studies and specifying the equipment of substations and transmission lines auctioned. In 2014, the technical requirements for 32 enterprises auctioned lots were defined and conducted 174 compliance reviews of basic designs of new transmission facilities.
After approval of the Main Grid`s compliance and development of the executive project, the transmitter presents to ONS the characteristics the new facility was built with. It is up to the Operator to prepare the "Opinion Compliance Analysis of Technical Facilities of the Main Grid as Effectively Deployed". This opinion is very important for the integration of these facilities to the BIPS, because it guarantees that they were built according to the Technical Annex of the auction, with the basic design of the facility and also with the Network Procedures. Throughout 2014, 307 compliance certificateswere issued regarding new main transmissiongrid developments as effectively deployed.
