The economic and financial management of the ONS in the year 2013 continued the process of improvement of budgetary control, resulting in the optimization of financial resources from the incumbencies for transmission use and the contribution of its members.
The financial statements were prepared and are presented in accordance with accounting practices adopted in Brazil, which comprise the pronouncements of the Accounting Pronouncements Committee (CPC) and in accordance with the instructions contained in the Accounting Manual for the ONS, established by ANEEL.
The ONS economic-financial budget, approved by ANEEL through Authorizing Resolution No. 3828, of November 20, 2012, for the period July 2012 to June 2013, was R $ 511,219 million, of which R $ 237.035 million planned for the period ended December 31, 2012 and R $ 274.184 million planned for six months ended June 30, 2013.
The budget for the period July 2013 to June 2014, approved by the Authorizing Resolution No. 4,206, of June 25, 2013, ANEEL, was R$ 507,302 million, consisting of R$ 257,644 million for the six months ended 31 December 2013 and R$ 249,658 million for the six months ending in June 30, 2014.
Thus, the budget for the period January-December 2013 amounted to R$ 531,828 million.
Under Article 34 of the sole paragraph of the Bylaws, as amended by Resolution No. 1888 of April 22, 2009, sources of the ONS funds are:
I. Contributions of its associate members, proportional to the number of votes in the General Assembly, included in Parcel "A" for the purposes of tariff transfer pass and collected by other members and agents of the electricity sector that are not subject to tariff transfer pass.
II. Funds from the budget prepared by the ONS and approved by ANEEL:
a) Transferred by members and agents of the electricity sector connected to the Basic Network, which values are included in the Rate of Transmission Use of System (TUST) and Parcel "A" of Tariffs of Electricity Service;
b) collected by other members and agents of the electricity sector that are not subject to tariff transfer;
c) Other revenue authorized by ANEEL.
To ensure feasibility of its budget, the ONS used resources of charges for use of transmission and collected contributions from members, with billed R $ 524,755 million and R$ 14,642 million, respectively, during the year 2013.
