BIPS Operation

In 2013, continuing the strategy adopted in 2012, new actions with the aim of expanding the safe operation of the BIPS were prioritized, involving the supervision and control resources, of operation support, the operational processes and teams of the ONS Operation Centers.

Noteworthy is the work done during the move of ONS Operation Centers in Rio de Janeiro, Recife and Florianopolis to exclusive use buildings. The control rooms have been transferred without interruption of the power system operation.

The development activities and implementation of Network Power Management (Reger) project had continuing, following the Master Plan for Supervision and Control of ONS. Field tests and availability tests in all centers of the ONS have been completed. With the satisfactory results of the tests, the Reger became the control system in use in both the Regional Centers as in the National System Operation Center, marking the completion of the first phase of the project.

The project of the National System of observability and controllability (Sinocon) achieved in 2013 the milestone of deploying new units of data acquisition in 104 of the 116 facilities planned at this stage.

Reaching target set in strategic planning for the improvement of procedures for decision making using the Organon, the monitoring of the dynamic safety of two most important areas of BIPS was deployed - linking South-Southeast and São Paulo area, bringing to six the total number of large areas monitored in real time by the tool. The current stage of development of the Organon program and its integration with Reger allow its use both in the real time environment as in the planning of electric operation.

Aiming at the development of the teams operating the ONS, the following actions were undertaken in 2013:

  • the first phase of the Program Structured Training for Capacity Building Teams Real Time was completed, with the definition of the structure and program of courses. 
  • Achievement of the second meeting of the ONS Centers operation teams in real-time in Florianópolis aiming to facilitate the exchange of experiences.
  • Conduction of various simulated exercises to rebuild the NIS, with the participation of ONS Operation Centers and invited agents. This year, improvements in facilities and equipment of the simulated training rooms for the agents to access the ONS simulators, as well as in-company training for the participating agents, with emphasis on preparation for the Confederations Cup 2013 were implemented.

In the field of Standardization, the 2012 review of the Complementary Networks and Supervision was implemented; 1789 revisions from a total of 1,156 existing normative documents; implementation of the operating instructions of the dipole 1 Elo-CC Wood and integration of Manaus to BIPS; implementation of more than 100 revisions of instructions associated with the process of fluent rebuilding of the Northeast.

In the analysis and verification processes of operation should be highlighted: the implementation of a new system to exchange information with the Electric Power Commercialization Chamber (CCEE); revision of operational routines for calculating data transmission, generation and amounts of use of the transmission system; biddings for the development of a new system for the determination of generation data (Sager); and the implementation of procedures for daily operation analysis.

In 2013, the ONS Operation Centers were recertified in ISO 9001: 2008 by ABS Quality Evaluations, effective until 2016.
