In 2013, the Plan of Expansion and Reinforcement in Basic Network (PAR) and the Annual Plan for Expansion and Reinforcement of Transmission Facilities of Basic Network (PAR / DIT) were issued, which present the extensions and reinforcements needed to preserve the adequate network performance and ensure the full functioning of the electricity market in the period 2014-2016.
A very important event this year was the completion of LER 2013, established by MME Ordinance No. 132 of 25.04.2013, an exclusive auction for wind farms with power supply starting from September 1, 2015 In this auction, ventures winners of generation could not depend on new transmission works or expansion, using only the clearance capacities of existing facilities. Thus, it was due to the ONS to determine the remaining margins of transmission capacity in the Basic and Frontier Network that will be available in 2015 to accommodate the flow of the generation of the new wind farms contracted. For this, the ONS drafted ONS Technical Note 096/2013: "Margins Ability Flow Generation for Basic and Frontier Network" later published by the MME.
Similar to previous cycles, the studies leading to the PAR and PAR-DIT are conducted under Special Groups that include the participation of all agents and the Energy Research Company (EPE). They are subsequently forwarded to the MME to be matched with the Transmission Expansion Program (PET) prepared by EPE. After this alignment, and proper validation by the MME, the proposed upgrades and reinforcements in the Main Grid and the DIT are consolidated in specific documents forwarded to Aneel, so that the processes for a concession or authorization of transmission facilities are started.
For the implementation of 166 projects proposed by PAR for the triennium 2014-2016 an investment of R $ 13 billion is estimated, with reference to the calculation of costs between the works available by ANEEL.
For the period 2014-2016 the extensions and reinforcements roughly correspond in new additions of transmission lines in the order of 11,000 km and 38,000 MVA of transformation capacity, shown in the table below. These values are the result of the addition of 53 new lines and 195 new manufacturing units:

It is noteworthy that in the PAR cycle, from the set of proposed projects, 78% of new extensions (lines and substations) and 90% of new reinforcements were indicated for the first time on this cycle, leaving a passive of 22% in extensions and 10% of reinforcements shown in previous cycles. Since the emission of the PAR until 31.12.2013, two new auctions occurred in 07/2013 and 13/2013, which successfully tendered 13 lots.
