At a CSME meeting in July 2013 the need for standardization of the criteria used in the expansion plans and of BIPS operation was highlighted.

For this purpose, on April 9, 2014, MME through the Official Letter CMSE 001/2014 requested from EPE and ONS the development of a joint study, for resolution of the CMSE, containing a proposal of a sole criteria for planning and operating the interconnections, especially for the interconnection of facilities built in double circuits in the same structure.

These studies were published in the RE Report 2.1-0175 / 2014 - Differentiated Criteria Application in PAR Proposal - Great Trunk Transmission and Interconnections, which should already be applied in the next PAR cycle. The adoption of the new criteria will lead to the proposal of works in order to give the BIPS additional security established by CMSE.
