ONS assesses the expansions and reinforcements needed to maintain proper performance of the network and ensure the full functioning of the electricity market in the three-year horizon, which in 2014 covered the period from 2015 to 2017.
In that year, for the first time, a single document, called “Plano de Ampliações e Reforços nas Instalações de Transmissão do Sistema Interligado Nacional” (PAR) - "Expansions and Reinforcements in Transmission Facilities ofBrazilian Interconnected Power System Plan" - , which incorporated the entire set of works which until then was published in two reports, was issued, and the first relating to construction of the basic network and boundary (PAR) and the other relating to other transmission facilities (PAR-DIT). The unification of documents aimed to facilitate the works of the consolidation process held by MME and authorization procedures conducted by ANEEL.
ONS has developed, together with EPE, ONS NT Technical Note 158/2014 / EPE-DEE-RE-149/2014-r0 establishing the topology, assumptions and criteria for calculating the flow capacity of electricity by core network, DIT and ICG for LFA auction to be held in 2015. In this auction, the developments of winners’ generation can not rely on new works by transmitting or expansion, using only the existing capacity gaps in facilities.
Similarly to previous cycles, studies that give rise to PAR are conducted by Special Groups, which include the participation of all stakeholders and the Energy Research Company (EPE). They are subsequently sent to MME to be made compatible with the Transmission Expansion Program (PET), prepared by EPE. After this alignment and proper validation by MME, the proposed expansions and reinforcements in the core network and DIT are consolidated in a specific document submitted to Aneel, so that from starting the concession granting process or permit of transmission facilities.
In 2014, due mainly to the energy condition the country the country faced, ONS gave a presentation of PAR results for the Comitê de Monitoramento do Sistema Elétrico (CMSE) -Monitoring Committee of the Electric Power Sector, mainly focusing on the transmission limits between regions and risks and consequences associated with these occurrences interconnections.
For the implementation of 310 projects proposed in PAR for the triennium 2015-2017, an investment of R $ 13.8 billion is estimated, with reference to the costs of the works provided by ANEEL. The expansions and reinforcements correspond to increases of transmission lines of about 10,200 km and 56,400 MVA of transformation capacity, broken down in Table 4. These values are the result of a 7% increase in the length of transmission lines (95 new lines) and 19% in installed rated power of transformers (179 new equipment) of the basic network and basic boundary network on the existing network and has granted.
