Electric Operation

Medium Term Horizon

The electric operation planning process gives rise to two products: the Plan of Electric Medium Term Operation (PEL) and the Guidelines for Electrical Quarterly Horizon Operation (Quarterly).

PEL 2014 presented the evaluations of the BIPS electrical performance for the period between January 2015 and April 2016, while the Electric Operation Guidelines Report details, for each quarter of the year, the necessary operational measures to meet standards and criteria established in the Grid Procedures, in order to match the electrical constraints and compliance to the load with the energy policies and seeking the lowest cost of operation and maximum operational safety of theBIPS.

PEL 2014 studies evaluated the evolution of the capacity of regional interconnections, with new works at 500 kV interconnection of Northern / Northeastern and Northeastern / Southeastern regions, the integration of plants in Madeira and Teles Pires rivers, and the evolution of Manaus and Macapá systems. The BIPSother points worth mentioning, as the western region of Pará, the new 500/230 kV transformer connection of Xingu, the Brazil-Uruguay interconnection and integration of wind power. Also, it was presented the need for thermal generation due to transmission constraints and compliance with the electrical fields of the BIPS. As a result, it was proposed the adequacy of schedule of works scheduled to the BIPS needs, with operational solutions and network topology changes.

The PEL also found that, for the interconnection Northern / Northeastern / Southeastern regions until the entry into operation of the first units of the Belo Monte plant, but already considering the transmission system at 500 kV outlets for that plant in 2016, it will be possible to transmit almost all the energy available in the Northeast. In the North, still check up restrictions in light load period. These restrictions shall be temporarily eliminated with the start-up of the final configuration of the entire 500 kV scheduled for the second half of 2016, at the time of preparation of the document.

The growing share of wind generation in the Brazilian energy matrix, translated by a deployment of about 7400 MW of wind farms in the South and Northeast, on the horizon of PEL 2014 required the development of projects aiming to improve the forecasting of wind generation to the scheduling and despatch processes. The intrinsic variability and unpredictability of wind power due to the winds bring major challenges for system operation.

As for the quarterly studies, the main focus is to support the preparation of the Operating Instructions used in coordinating BIPS operation. It is also evaluated the performance of SEPs in operation, indicating the need for a review or deactivation of existing and installation of new ones. Also, the needs of thermal generation for electrical constraints and the limits of the regional transmission interconnections and to geoelectric áreas are ground and / or ratified.

In 2014 studies, the highlights were the search for alternatives to meet the western region of Pará, known as Tramo Oeste, Rondonópolis region of Mato Grosso, Manaus region, and the use of operative measures such as operation with the openned interconnection Southeast / Northeast and the need of revisionsof the limits for operation in severe weather alert in the 765 kV transmission system that drains the generation of Itaipu to the SE / CO area. Alternative terms were presented to provide greater security and reliability of supply system to Tramo West and Manaus, until the entrance to structural solutions not tendered yet.

As for aspects related to operational electrical safety, ONS has coordinated several actions together with the agents, in order to diagnose the main weaknesses of BIPS and indicate the measures to be taken to revitalize existing facilities, adapting them to the safety standards established in the Grid Procedures.

The Plan of Facilities Modernization (PMI) is prepared by ONS with the agents and, in accordance with ANEEL Resolution No. 443/2011, presents a set of necessary works to maintain adequate service provision by transmission utilities. The plan also lists the improvements and reinforcements to be implemented by the generators and distributors. The PMI drafted in 2014, covering the period between 2014 and 2017, recommends the establishment of nine works of revitalization for generators and 701 works of renovations for business transfers.

 

Short Term Horizon

Throughout 2014, ONS developed studies and implemented short-term measures that allowed operating the power grid in accordance with the criteria of continuity, reliability and quality of supply established in the Grid Procedures, as outlined below:

  • Analyses of about 53,000 interventions in the BIPS and was guaranteed systemic safety during periods of carrying out these interventions.
  • Implementation and monitoring of automatic restart schemes of performance of the BIPS transmission lines in order to ensure continuity of service with increased reliability.
  • Optimization of generating control systems to ensure adequate damping of electromechanical oscillations and to prevent loss of synchronism in the occurrence of disturbances.
  • Definition of Special Protection Systems, in order to ensure the operational safety of the BIPS, even in the happening of multiple contingencies.
  • Definition of new the BIPS fluent restoration corridors and upgrading of existing, to accelerate the normalization of supply after disturbances.

By the end of 2014 they found themselves integrated into the BIPS 32 generating units of Santo Antônio plant and 20 generating units of Jirau plant, and of this total 16 and 19 generating units, respectively, started operations at the plants throughout the year. At this time, the transmission system associated with the Madeira River plants were being operated in setting up a dipole and a unit of back-to-back. In order to guarantee that the system would operate in this configuration, it performed extensive work involving ONS agents and manufacturers in conducting performance reviews, tests and commissioning tests.

Throughout 2014, several guidelines have been established to raise the receipt of amounts by the Southeastern region, associated with the operation of several hydroelectric power plants in the Southeast and Midwest with a small number of machines, in order not to further aggravate the energetic condition in this subsystem.
