Technical Results in 2014

The BIPS Operation

In 2014, continuing the strategy adopted in previous years, priority was given to new shares in order to increase the security of the BIPS operation, involving the supervision and control features, support the operation, operational processes and teams of ONS’s Operation Centers.

The work done in order to plan, implement and monitor the actions and measures for the real-time operation of the BIPS and electricity distribution networks, in order to increase the electrical safety in compliance with the games host cities during FIFA World Cup 2014, described in item 2.4 should be highlighted.

During the voting period and counting of the national two round elections in 2014, held onOctober 5 and 26, ONS established preventive measures that demanded special arrangements of the BIPS operation and monitoring the effectiveness of the implemented actions, together with companies performing in Operation and Distribution Network.

Having started its operation in 2013, the Power Management Network (Reger) was the real-time supervision system used in the five ONS Operation Centers in 2014, with full operation of the features provided in Stage 1 of the project. During this period, it reached about 360 data connections with agents of systems consisting of a total of 47,000 points of analog measurements and 151,000 points of digital measurements obtained from about two thousand BIPS facilities.

The Reger successfully endured all database preparation activities (single database for all centers), staff training (use of simulators Reger), real-time operation (synchronization of data between centers, capacity center backup, electrical and energy applications), including near real type of data display functions and historical team for business users and post-operation.

In 2104, the activities of functional specification and development of Stage 2 of the project Regercontinued, notably in the areas of integration with enterprise applications and load forecasting.

The project of Sistema Nacional de Observabilidade e Controbilidade (SINOCON) reached in the year the implementation of brand new data acquisition units in 107 of the 116 facilities planned at this stage.

Aiming at the development of ONS operating teams in 2014 the following actionswere undertaken:

  • hiring the development of the first six priority modules of the Structured Training Program implementation Project for Training of the Real Time Team, with application forescast in early2015.
  • The realization ofthe third meeting of the teams operating in real time of ONS Centres in Recife, in order to provide the exchange of experiences.
  • Realization of several drills to rebuild the BIPS, with particular emphasis on the preparation for the 2014 FIFA World Cup, involving ONS Operation Centers and guest officers, and with the implementation of improvements in the simulated training rooms.

In the Normatization Area, 1,946 revisions were performed onthe 1,223 total existing normative documents. This total of reviews is a record and was mainly due to the need to adapt of operating procedures to priority seating to host cities of the World Cup games, plus the review of recovery procedures of these capitals. Also contributed to the increase of that number of revisions, the unfavorable hydrological situation throughout the year, and the integration of 21 wind sets in the Northeastern and Southern regions.

53165Registered intervention requests were treated by ONS Pre-Operation áreas and generation agents and transmission members of the BIPS, and 28,809 of them were systemic interventions, the responsibility of the Pre-Operation CNOS and the remaining 24,356, Pre-Operation responsibility of COSR-NCO, COSR UP, COSR-S and COSR-NE. Compared to the year of 2013, there was in 2014 an increase of 5.7% in total interventions.

In the analysis and calculation of the transaction are noteworthy:

  • review of operational documentation and generation datacalculationsupport systems for compliance with ANEEL Resolution No. 614/2014;
  • conducting workshop with generation agents for leveling understandings on the dealt subject in this Resolution;
  • participation in Public Hearings 027/2014 and 039/2014, which deal respectively with the upgrade of ANEEL Resolution No. 270/2007 (Provisions on quality of electricity transmission service associated availability of basic network facilities) and updating of ANEEL Resolution No. 399/2010 (regulation of contracting transmission system use and calculation formulas of related charges).
