The hiring process of transmission coordinated by ONS involves the development of two major contracts: Transmission Service Delivery Agreement (CPST) and Transmission System Use Agreement (CUST).
CPST is between the transmission concessionaire and the Operador Nacional do Sistema Elétrico (ONS), aiming to establish the terms and conditions that will regulate the conditions of management and coordination by part of ONS, the provision of transmission services for transmission concessionaire to users of the BIPS.
It is also a grant instrument to which the transmission concessionaire authorizes ONS to perform all necessary acts sufficient acts to represent it before the users in the Transmission System Usage Agreements - CUST and its assurance mechanisms.
CUST is celebrated between the user, ONS, and transmission utilities represented by ONS, with users being agents already connected to the transmission system or that will make use of it. In general, it aims to establish the terms and conditions that will regulate the use of the Basic Network by users.
Regarding the celebration of contracts in 2014 were signed twenty new CPST, 70 new CUST, 89 new Connection Agreements to Transmission Systems - CCT and Facility Sharing Agreements - CCI.
It is noteworthy that in 2014, ONS reached the significant milestone of 727 transmission contracts, being 203 CPST and 524 CUST. This result demonstrates confidence in the electricity sector, both of whom access the core network, aiming to make your purchase and power sales business, as who goes into business as the transmission service provider.
Also that year another stage of contracting the use of the transmission system associated with the integration of the isolated systems in the states of Amazonas and Amapá, with the celebration of CUST with the Amazonas Distribuidora de Energia AS was concluded, responsible for power distribution in the region and many existing power plants in the state, now part of BIPS. It was also celebrated CPST with Amazon Generation and Transmission of Energy SA, an important milestone in the completion of the integration of the federation unit to BIPS.
Finally, the joint stands that led to the hiring part of use of the transmission system on a temporary basis by Uruguaiana thermoelectric power plant in order to meet CMSE recommendation resulting from the energy scene in recent years.
